Few doubted that the U.S. would defeat Iraq in military combat. How the U.S. would rebuild the country, however, was the subject of much debate. Progressives were concerned that the U.S.-having alienated some important European allieswould be stuck paying enormous costs for the Iraqi reconstruction effort unless a detailed exit strategy was determined in advance. In an effort to identify the Bush Administration's plans after the war, Senator Kennedy (D-MA) introduced an amendment which would have required the president to report to Congress its strategy to reconstruct Iraq, provide humanitarian aid assistance, and generate international support for the rebuilding efforts. Senator Stevens (R-AK) motioned to table (kill) Kennedy's amendment and the motion was adopted on a nearly party-line vote of 52-43 which torpedoed Kennedy's measure.
