To supplement their health coverage, Medicare beneficiaries are allowed to purchase so-called Medigap insurance which provides more comprehensive coverage for certain types of diseases, conditions, and prescription drugs. As originally drafted, however, the prescription drug bill under consideration would prevent those individuals who choose to remain in the traditional Medicare program and receive drug coverage through private insurers from purchasing supplemental Medigap coverage. Senator Bingaman (D-NM) introduced an amendment which would have removed this restriction and allowed Medicare beneficiaries to purchase additional drug coverage through the Medigap program. Progressives argued that the drug coverage options available to seniors should not be restricted and voted in favor of Bingaman's amendment on those grounds. Fifty Republicans voted against the amendment and it was defeated 43-55.
