During debate on prescription drug legislation, Senator Harkin (D-IA) offered a proposal to encourage community-based services for disabled individuals. The amendment, which was included in President Bush's 2004 budget submission, would have established a demonstration project under Medicaid to provide communities with $350 million per year for five years in order to transfer disabled individuals out of nursing homes and into community-based care centers. Progressives supported Harkin's amendment as a way to provide seniors a second option to nursing home care which they argued isolated seniors from the rest of their community. Senator Santorum (R-PA), an opponent of the measure, offered a motion to table (strike down) the amendment and the motion was narrowly upheld on a 50-48 vote.
