One of several parliamentary maneuvers around a proposed economic stimulus package. A Durbin (D-IL) amendment to this stimulus package would have provided the greater of 15 percent or $25 per week in supplemental unemployment insurance. It also would have required states to provide unemployment benefits to part-time workers looking for another part-time job. Progressives favored the idea as a way to help those in the slumping economy who needed it the most. However, because the proposal increased spending beyond what was envisioned in the annual Budget Resolution, it allowed for a point of order that would require 60 votes to waive. Nickles (R-OK) brought this point of order, and the waiver fell three votes short of passage, 57-35, on a party-line vote.
