Congress debated increasing its spending in response to the terrorist attacks of September 11th. This supplemental appropriations bill also provided an opportunity to adjust spending in response to other perceived needs. Among the bill's roughly $30 billion in spending was $2.5 million to map the coral reef off the coast of Hawaii, a piece of spending Progressives favored. McCain (R-AZ) proposed an amendment to strike this spending from the bill. Inouye (D-HI) made a motion to table (kill) this amendment, and so to preserve the spending in the bill. The motion passed easily, 65-31, McCain's amendment was tabled, and the spending provision remained in the bill. |
