Environmental cleanup is coordinated on the federal level by the Environmental Protection Agency (EPA) using money generated from Superfund (a public trust fund that generates revenue based on the "polluter pays" principle). To insure the future solvency of Superfund, Senator Frank Lautenberg (D-CT) offered an amendment to the 2004 budget resolution that would have reinstated two taxes-the Superfund corporate environmental income tax and the Superfund excise tax-which would have been collected from petroleum and chemical companies whose operations require environmental cleanup by the EPA. Progressives supported the Lautenberg amendment to insure that polluting companies, not the taxpayer, pay the costs of environmental degradation and cleanup. Only one Republican voted in support of the Lautenberg proposal and the measure was defeated on a 43-56 vote.
