The subject of this vote is an amendment offered by Senator Jon Corzine (D-NJ) to the 2004 budget resolution providing $1.1 billion for a wide range of environmental protection and resource conservation programs. The Corzine amendment includes funding for environmental programs for the cleanup of brownfield sites (industrial properties that have been contaminated by various toxins), contaminated water supplies, and the cancer-causing gasoline additive MTBE. In addition, the amendment provides resources for parks, wildlife sanctuaries, and beach conservation. The cost of Corzine's amendment would have been paid for by reducing the amount provided in the budget resolution for tax cuts. Progressives voted in favor of Corzine's amendment both to protect environmental and conservation programs and to improve the capacity of the EPA to conduct environmental cleanup. Support for the Corzine proposal was nearly divided along party lines and the measure was defeated on a 47-52 vote.
