This vote pertains to a Frank Lautenberg (D-NJ) amendment to the 2003 federal budget allocating $100 million from Superfund for the cleanup of industrial properties that have been contaminated by various toxins (also known as brownfield sites). Environmental cleanup is coordinated on the federal level by the Environmental Protection Agency (EPA) using money generated from Superfund (a public trust fund that generates revenue based on the "polluter pays" principle). In the 4 years leading up to 2000, an average of 87 Superfund were being cleaned up each year. Since then, the number has dropped by half: 42 sites cleaned up in 2001 and 47 sites cleaned up in 2002. Progressives support Lautenberg's amendment as a way to reverse this negative trend and increase the efforts of EPA in environmental cleanup. A motion to table (or strike down) Lautenberg's amendment, proposed by Senator James Inhofe (R-OK), succeeded on a 53-45 vote.
