This amendment to the bill establishing a variety of energy policies and programs asked the EPA to study hydraulic fracturing's effect on drinking water. Hydraulic fracturing is a method of oil and gas drilling that splits rock formations. Progressives objected that the amendment would prevent the EPA from regulating the practice while it was being studied, and that only the EPA would be authorized to regulate it after the study was completed. With the Bush administration in charge of the EPA, progressives lacked confidence that the right regulatory decisions would be made. Nonetheless, the amendment passed, 78-21. |
