In the view of Progressives, armor-piercing ammunition should be outlawed because its only purpose is to penetrate the bulletproof vests used by police officers; ducks, deer, and other hunted animals do not wear body armor. During debate on the gun industry liability bill, Senator Kennedy (D-MA) proposed an amendment supported by Progressives which would have amended the federal ban on cop-killer bullets to include ammunition used in rifles (current law only bans armor-piercing bullets used in handguns). Conservatives opposed Kennedy's proposal on the grounds that it would outlaw many types of ammunition commonly used for hunting. On a vote of 34-63, Kennedy's amendment was defeated and the prohibition on the use or sale of armor-piercing ammunition for rifles was not included in the underlying legislation.
