A number of tax credits were included in the Democratic energy plan in the Senate. Graham (D-FL) introduced an amendment to require legislation to compensate for the revenue lost from one tax break in particular: an incentive to oil companies for production during slumps in the market. Progressives generally supported the idea of offsetting special corporate tax breaks of this sort, to prevent them from being paid for out of Social Security money. Nickles (R-OK) brought a motion to table (kill) the Graham amendment, meaning a vote against the motion was a Progressive vote. The motion passed, 70-29, thus killing the amendment.
