Due to irreconcilable differences between the House and the Senate, no final spending bills for 2003 had been passed in 2002. As a result, the Senate-newly under Republican control-debated a Republican-drafted spending bill in January 2003. Feingold (D-WI) proposed an amendment to this bill that would limit Indonesia's participation in a special U.S. military training program until the president had certified that Indonesia was working to fight terrorism. Progressives supported the amendment because they felt the administration had not taken terrorist threats in Indonesia seriously enough, and because the Indonesian military had recently been involved in an incident that killed American civilians. However, Progressive votes were not enough, and the amendment was rejected, 36-61.
