This amendment was part of the debate surrounding the bill to overhaul the election system in the wake of the 2000 presidential election. The amendment, proposed by Lieberman (D-CT), would have allowed federal employees to use paid administrative leave to volunteer as nonpartisan poll workers in federal elections. Supporters, including Progressives, believed it was a way to better staff polling places and improve the accuracy of the count. The amendment failed, 46-49, with no Republican voting in favor.
