Sen. John Warner (R-Va.) offered this amendment as a substitute to a proposal offered by Sen. Frank Lautenberg (D-N.J.) to the fiscal year 2005 Defense Authorization Act (S. 2400) regarding media coverage of flagged-draped caskets contained dead service personnel killed in Iraq. Whereas Lautenberg's amendment would have overturned the White House's current policy of barring the media from photographing these caskets, Warner's amendment expresses the sense of Congress that the Defense Department policy prohibiting media coverage of the return to the United States the remains of armed forces members who died overseas "appropriately protects the privacy of their families and friends and is consistent with the Constitution's guarantees of freedom of speech and press." Warner's amendment was approved by the full Senate 52-38, thereby reaffirming the Bush administration's practice of keeping secret the images of dead soldiers returning from the Iraq conflict.
