Caribbean nations suffer from the second highest per-capita incident rate of AIDS among the world's regions; over 500,000 individuals in Caribbean countries have perished from the virus. To address AIDS in the Caribbean, Senator Chris Dodd (D-CT) offered a proposal to add fourteen Caribbean nations on the list of favored recipients of AIDS relief contained in the bill. Progressives supported Dodd's amendment because, in their view, AIDS relief should be extended to countries that are outside of Africa; the virus cannot be contained by borders. Republicans voted unanimously against the Dodd measure and it was defeated on a 44-51 vote.
