This amendment to the 2004 budget resolution, offered by Senator John Kerry (D-MA), was written with two purposes in mind: Increase funding for global AIDS prevention and treatment programs and reduce the federal deficit. The amount provided in the amendment for each purpose was $800 million and the total cost of the measure ($1.6 billion) would have been paid for by reducing the amount in tax cuts provided in the budget resolution by an equivalent amount. Progressives supported Kerry's amendment both as a way to mitigate the global spread of AIDS and reduce future budget deficits. On a strict party line vote of 46-51, the Kerry amendment was defeated.
