This was an amendment proposed by Durbin (D-IL) to the supplemental appropriations bill. The larger bill was a means to adjust spending in response to the September 11th terrorist attacks. This amendment proposed a five-fold increase in the bill's contribution to the Global Fund to Combat AIDS, tuberculosis, and malaria, from $100 million to $500 million. Progressives supported foreign aid to address these health care issues. The amendment would have adjusted the spending totals decided on by the committee that wrote the bill, so it opened the way for a point of order. Byrd (D-WV) raised this point of order, which could only be waived with 60 votes. Durbin, backed by Progressives, attempted to waive it, but the motion to waive went down to defeat, 46-49, thus killing the amendment. A much smaller increase to $200 million was later proposed and accepted by a wide margin.
