A Carper (D-DE) amendment to the Democratic energy plan imposed new CAFE (Corporate Average Fuel Economy) regulations on cars, effective in 2006, sufficient to reduce the nation's oil consumption by at least 1 million barrels per day by 2015. Progressives supported this effort to reduce energy use and dependence on foreign oil. But Levin (D-MI), as one of two senators representing Detroit, moved to table (kill) Carper's amendment. With a vote in favor of the motion the same as a vote against Carper's proposal, the motion passed, 57-42, and CAFE standards were left unchanged.
